Spectrum Personal Communications Corporation (SPCC) was founded in December 1994 as a diversified business consulting firm.  Over the years, the company has achieved and maintained high levels of success by providing consulting services to large construction companies, large construction projects, government agencies, and Fortune 500 companies.  Our longevity is attributed to our careful attention to detail, team work, and by putting the needs of the customer first.

The company’s Chief Executive Officer, Mark O’ Luck has over 20 years of experience managing his own businesses and as a consultant and adviser to major corporations and government agencies.  The company prides itself on its highly trained and experienced professional staff, and maintains close associations with external professional resources.

Spectrum is a 100% minority-owned business enterprise, and is certified as a MBE, DBE, and SBE with Empire State Development Corp., City of New York, NYC School Construction Authority, Port Authority of New York & New Jersey, the Metropolitan Transit Authority, and the US Small Business Administration.
